Commissioners approve Riverside Drive property annexation

MIAMI COUNTY — The Board of Miami County Commissioners approved the Riverside Drive property annexation during their meeting on Tuesday morning.

The annexation is for 15 properties of 18.102 acres in Staunton Township. The annexation is for the Riverside Phase 2 project.

The Troy City Council approved the annexation at their June 17 meeting. Staunton Township failed to submit an ordinance or resolution within 25 days of the filing of the petition consenting or objecting to the annexation, which constitutes as consent to the proposed annexation under Ohio Revised Code.

The project includes replacement of water lines and the addition of sewer, as well as the repaving of the street. The scope also includes eliminating the crossing of the Great Miami River Recreation Trail. The trail will cross multiple driveways. The recreational trail’s new location would eliminate the need to cross the road, and the trail would be maintained by the city.

Michael Gutmann, an attorney representing the petitioners, was present during Tuesday’s meeting and said the project would also include an added bike lane.

Also during their meeting, the commissioner also authorized an amendment to an agreement with Ap Architecture of Englewood for professional design and engineering services for the new One Stop Shop Building, the location of which is still to be determined. The cost of the amended services is not to exceed $7,500.

Those services include:

• Completing the development of a conceptual single line plan layout of each individual end-users space, including common shared spaces with internal circulation routes.

• Developing a conceptual probable cost of construction for the proposed One Stop Center with approximately 13,600 square feet of space. The conceptual cost budget would also include the new building shell and all interior finished spaces.

• Meeting with each end-user to review the conceptual single line plan layout and confirm space sizes.

• Meeting with the commissioners to review possible site locations for the new proposed facility.

Budget hearing held

The commissioners held a budget hearing on Tuesday in regard to their 2020 budget.

“This is a planning tool for 2020,” Commissioners’ Administrator Leigh Williams said. She added this budget looks at what budgets have been submitted in preparation of appropriation hearings that will take place in the fall.

Under the commissioners’ general fund budget, their current total revenue for 2020 is estimated at approximately $28,891,824 and their current requested appropriations are approximately $35,395,506, which is approximately a 5.3 percent increase over the 2019 general fund tax budget approval, Williams said.

The county’s total estimated revenue for all funds is approximately $88 million, and the county’s total estimated appropriations are approximately $97 million.

Other business approved

The commissioners awarded the 2019 chip seal and fog seal program to Wagner Paving, Inc. of Laura in the amount of $156,173.

They then authorized a subdivider’s agreement, escrow agreement, and record plat in regard to the construction of section two of the Stony Brook Estates Subdivision, which includes 14 lots.

Following that, the commissioners authorized and signed change orders for the West Central Juvenile Rehabilitation Facility HVAC upgrades project. The commissioners authorized the following changes to the project:

• Deleting the chemical shot feeder from the chilled water system, a deduction of approximately $877.

• Repairing insulation on existing piping system, an additional cost of $693.

• Installing a screen around the existing chiller for protection, an additional cost of approximately $5,339.

• Furnishing temporary cooling during chilled water installation, an additional cost of approximately $4,844.

The final contract amount is approximately $130,942.

The commissioners then authorized therapist services from Kate Benton M.A. LPCC for the West Central Juvenile Rehabilitation Facility. The cost is $650 per month, not to exceed $7,800 for the term of July 1, 2019 through June 30, 2020.

The commissioners then authorized medical services for the facility, entering into a contract with Dr. William N. Ginn, M.D. The cost is $700 per month, not to exceed $8,400 for the term of July 1, 2019 through June 30, 2020.

Later on, the commissioners authorized the purchase and installation of a 1-ton HVAC mini split system for the new IT room at the Incarceration Facility. This purchase will be for the new IT room that is being installed that will store video servers and racks as part of the video surveillance and locking system project at the facility.

The commissioners then authorized an agreement to allow two child support staff and two fraud investigators at Job and Family Services to utilize the CLEAR system. CLEAR is a web-based tool used to access public records data for locating non-custodial parents. The cost includes an $80 administrative fee per user; a service fee of $29.97 per user per month between June 2019 and May 2020; and a service fee of $30.87 per use per month between June 2020 and May 2021. The total costs for each of those two time periods are approximately $440 and $451, respectively.

Following that, the commissioners authorized the Illusion Maker to conduct 14 environmental assembly programs to promote recycling in Miami County schools for the fall of 2019. The cost is not to exceed $5,320.

The commissioners then authorized the disposal of three 2009 Ford Goshen Coach buses to Stoltz Motors of Troy for a total sale price of $2,750, which includes the pickup and hauling away of the vehicles.

The commissioners set the following dates:

• A bid date to receive bids for the purchase of two 2019 Ford Escape Titanium or similar vehicles for the Department of Development on July 25 at 1:40 p.m. in the commissioners’ office.

• A zoning hearing to hear a request from Keith Brown of Union Township on July 25 at 1:35 p.m. in the commissioners’ hearing room.
