BRADFORD — The Bradford Council recently approved contracting with a consulting team to develop a comprehensive plan for the vacant 30-acre former railroad property, along with steps to pursue that plan.
The village will be contracting with Kim Littleton of Burton Planning Services and Rick Stein of Urban Decision Group at a cost of approximately $23,000, which includes the cost of conducting a phase one environmental study on the property.
Village Administrator Rick Looker said that the consulting team will study the site to help determine practical uses for the site and determine if it needs to go through additional environmental reviews. Littleton and Stein will consider the different potential uses for the site, help develop a conceptual plan for a potential use of the site, and help determine steps that the village would need to take to pursue preparing that site for a potential developer.
Littleton and Stein explained at an earlier council meeting that their approach will include considering the market potential for that area, which they would define as they go along through the project, along with what the site is more conducive to including, such as housing or some type of economic development. They will assess the conditions of the site and consider the feasibility of a different uses for the site, the process of which will include public workshops and meetings.
Looker said that the plan will be “executable.” He also said, “There should be like a road map,” which would include steps regarding funding resources and other action steps that they can take in how to get the property back in use.
The village’s previous concern about this project was getting the knowledge of how to pursue a plan for a new use for the site. “This plan will include that,” Looker said.
This project should begin at the start of 2019 last until about August.
