COVINGTON — A brief public hearing held during the Covington Council’s meeting on Monday evening went over a zoning change that would allow a Casey’s General Store to locate in Covington.
The council approved amending the zoning of the properties located on 218 N. High St. and 221 N. Pearl St. as highway service. Those properties are expected to combined with Al’s BP station, which is located 6 E. Broadway St. and is already zoned for highway services, in order to accomodate a Casey’s General Store at that location. The new address for the store is expected to be 200 N. High St.
A local resident asked if trees on part of the Pearl Street property would be taken down or left up due to privacy concerns for nearby residential homes. Village Administrator Mike Busse said that details such as that and other site plans will be discussed in more detail during Covington’s Planning and Zoning meeting on Wednesday, Oct. 17, at 7 p.m. The meeting will be held at the municipal building, located at 1. S. High St.
The council also approved the purchase of a new trash truck, which will be a 2018 Freightliner M2-106/Labrie Automizer helping hand trash truck from Best Equipment at a cost of approximately $265,752. The purchase will be made through the Sourewell Cooperative Purchasing Program.
“This is the same model truck that Troy is currently using,” Busse said, explaining that the village employees drove a demonstrator truck of this model last week.
Busse went on to explain that one of the village’s current trash trucks is in need of approximately $20,000 worth of repairs.
“I feel that we should consider replacing it immediately while our current automated truck is still functional,” Busse said.
The council approved utilizing available funds for the purchase along with a loan of $225,000 from the village’s general fund to the trash fund. The village’s trash fund will repay the loan from the general fund over the next seven years at 4 percent interest. Busse said that, by investing the village’s general funds in the purchase instead of using someplace like Covington Savings and Loan to get a loan for the new trash truck, the village will be making interest payments back to itself over time.
Busse also went over the High Street water and sewer line replacement project, which will take place shortly before the High Street reconstruction project. The village will be applying for Ohio Public Works Commission (OPWC) funds for the water and sewer line replacements.
The total cost of the project is expected to be approximately $1.1 million. The village is applying for a $352,000 OPWC grant and a $352,000 OPWC loan. The village is also expected to pay $396,000 of local funds. The village will find out if they will receive the funds in May 2019, and they will receive them in July 2019 if they are awarded funds. If awarded funding, the village will complete the project by July 2020, according to the village’s current timeline for the project.
The council also approved progress pay requests of $14,250 to Access Engineering for the High Street reconstruction project; $31,606 to Miracle Midwest for the new playground equipment; and $48,660 to Jutte Excavating for phase one of improvements to the Wastewater Treatment Plant. The village will be applying for a 75 percent reimbursement of payment for the playground equipment through the Natureworks Program.
Mayor Ed McCord also reminded the council and attendees of upcoming events within the community. The annual Halloween costume contest will be held at 7 p.m. Thursday, Oct. 25, on Wright Street. Trick-or-treat night will be held from 6-8 p.m. Oct. 30, within the village. Also on Oct. 30, there will be a Community Fall Festival from 5-8 p.m. on Wright Street.
