Tipp City man to serve 30 years

Pratt will register as a sex offender for life

MIAMI COUNTY — A Tipp City man was sentenced to 30 years in prison for sexual battery and gross sexual imposition in Miami County Common Pleas Court on Monday.

Sean Pratt, 35, of Tipp City, was arrested by the Miami County Sheriff’s Office in August. The age of the female victim is under 12 years of age. Pratt entered a guilty plea to amended charges on a bill of information. Pratt will serve a mandatory 16 years in prison for the two counts of second degree felony sexual battery. The three counts of gross sexual imposition charges carry a 14-year prison sentence for a total of 30 years.

Pratt confessed to detectives that he sexually assaulted and abused a female victim under the age of 12 in his home throughout the summer. The victim was known to Pratt. Pratt appeared for the hearing with attorney William Daly present.

On Monday, Pratt declined to make a statement to the court. A victim impact statement from the victim and the victim’s mother was read by Miami County Victim Witness Carmen Barhorst. The victim does not reside in the state of Ohio. During the reading of the statements, Pratt was visibly upset as Barhorst read the letters to the court.

The victim’s mother said in a statement in open court the victim will require a lifetime of therapy and asked for Pratt to receive the maximum penalty. The victim stated in her letter to the court that she was “helpless” and hoped Pratt would “learn his lesson in prison.”

Judge Jeannine Pratt said she prayed the victim would recover from the harm Sean Pratt had caused and it was the court’s responsibility to protect children “from people like you.” Judge Pratt followed the joint recommendation and found the need for consecutive sentences “necessary to protect the public” because of the harm done to the victim.

Miami County Prosecutor Tony Kendell said the joint recommendation of 30 years in prison was “just and appropriate” for the crimes committed in the case.

As part of the plea agreement, the state dismissed the grand jury indictment of one count of first degree rape and three counts of third degree felony gross sexual imposition. Pratt was arraigned on new charges through a bill of information charging him with two counts of second degree felony sexual battery and three counts of gross sexual imposition. Through the plea agreement, Pratt will serve consecutive sentences on all charges for a grand total of 30 years in prison. Of the charges, 16 years are mandatory by law for the sexual battery charges. He will be labeled a Tier III sexual offender upon his release from prison. He will have to register in person every 90 days for the rest of his life.

In other court news:

Jordan Harville appeared in Miami County Common Pleas Court with visiting Judge William Wolff Jr. presiding. Harville was re-sentenced due to a court error. His sentence will remain a 10-year mandatory prison sentence for vehicular homicide.

On March 27, Harville, 25, fled from officers in a stolen truck from Fletcher and caused a fatal crash that killed Anthony Hufford, 28, during the pursuit that ended on North Dixie Drive, near Vandalia.

Harville was sentenced in September as part of a joint plea agreement of 10 years in prison for the first-degree vehicular homicide, as well as concurrent sentences for 18 months for the grand theft and 36 months for failure to comply with law enforcement. According to the prosecutor’s office, the hearing was to correct paperwork to comply with the 10-year mandatory sentence handed down in Miami County Common Pleas Court.
