TROY — Troy Police Department are investigating an apparent homicide as the result of an apparent physical altercation in the 600 block of Walnut Street that occurred Friday afternoon.

According to Capt. Jeff Kunkleman, detectives identified the suspect, William Clarence Smith, 42, of Trotwood. Smith is currently incarcerated in the Fayette County Jail and has been charged with murder.

The victim, Willard Higgins Jr., 40, of Troy, died at Kettering Hospital around 5 p.m. Friday.

Kunkleman said Smith was apprehended by Washington Courthouse police Friday evening. Kunkleman said Smith was questioned in connection with the incident and is not being cooperative with authorities. It is believed Smith and Higgins Jr. were involved in a physical altercation.

According to Capt. Kunkleman, officers and Troy Fire Department medics were called to the 600 block of Walnut Street, Troy, around 12:30 p.m. Friday. Higgins was transferred to Upper Valley Medical Center and then transported to Kettering Hospital by CareFlight where he died of his injuries.

Kunkleman said Higgins Jr. suffered a skull fracture and other injuries. An autopsy has been ordered and is underway at the Montgomery County Crime Lab.
